Billing epidural injections and meds

Hello,
I bill for an ASC and I have an auto carrier claiming that all meds/solutions are included in the procedure codes 62310 (Cervical, Thoracic Epidural Steroid Injection) and 62311 (Lumbar/Sacral Epidural Steroid Injection). I have always billed separately for these charges because I thought the description was describing the TYPE of ESI (steroid/neurolytic). Please see code descriptions as described in the AMA 2016 CPT Professional Edition:

62310: Injection(s), of diagnostic or therapeutic substance(s) (including anesthetic, antispasmodic, opioid, steroid, other solutions), not including neurolytic substances, including needle or catheter placement, includes contrast for localization when performed, epidural or subarachnoid; cervical or thoracic.

62311: (Same description), lumbar or sacral

I could really use some feedback on this.
